On the five major inter-urban routes, the aim will be to achieve a minimum 96 kph averege inter-urban speed from completion of construction to 2020; in practice, it is anticipated that a higher level of service will be achieved. It is estimated that the investment programme will result in the following off-peak journey time savings on the inter-urban journey by the end of 2006 compared with 1999.
